The toner function is to lower the pH of the skin and clean the dust or oil that can not be cleaned by regular soaps. For most people, the alcohol contained in the toner still can make the skin too dry, therefore only people with oily skin need to do this treatment. Astringent with basic ingredients of alcohol and salicylic acid is good for oily skin. There are also non-alcoholic toners, although they are not as effective as toner containing alcohol.
