Mind control is cheap, and FRANK is full of it. His entire fIction is based in mind controlling tricks from units to structures.

Love him or hate him one thing is certain. FRANK is one of the most iconic characters and UNIT in the game. He will always be a memorable character and one of the most badass maniac villains in games.

The words themselves have no meaning. An old singing tradition in Ireland is lilting, diddling or sometimes called mouth music. When the language and music were banned the Irish improvised the sound of instruments with their voice and lilting became an art. Many Irish and Scottish ballads written in English have some of these 'nonsense' words or lilts added. It is also akin to Swiss yodeling.

...I believe there was a latin phrase "de dite"...and being ruled by the Romans and using their legal phrases and terms mixed in with Old English, it is not that far of a stretch to see how De dite - o would have become daddy - o...especially if you're drinking whisky...lol
