导语：中国历史上有很多的皇帝，有将近五百个皇帝，但是每一个皇帝都是雄才大略吗？当然不是的。，皇帝之中还是庸才居多，有作为的皇帝还是少数，只是因为制度原因，他们必然能成为皇帝，就算他是傻子都有可能做一国之君。第一位毫无疑问就是秦始皇了，千古一帝，秦始皇统一了中国，建立了统一的中央集权中央集权国家，也是中国历史上第一个称为皇帝的人。
