Des centaines de tortues sont braconnées chaque année à Mayotte depuis des dizaines d'années. Les lieux sont connus, les moments de la journée ou des nuits où sont commis ces braconnages sont connus également, mais la France, 5e ou 6e puissance mondiale n'a pas réussie en 30 ans à interrompre ces braconnages. Incapable d'organiser des patrouilles sur moins d'une vingtaine de plages, incapable de remonter la filière jusqu'aux revendeurs de viande, incapable de surveiller par la mer, rien n'est fait, ou presque. La seule démarche de La France sur ce sujet est de laisser les associations se démener et se risquer pour organiser un peu de présence sur les plages. Seashepherd France s'y est essayé et renouvelle régulièrement ses efforts. On en est donc là, à Mayotte, la France soustraite ses missions au monde associatif...
