Problems occur when people feel that they are entitled to something that doesn't belong to them.

In contrast. A person who owns something is entitled to the thing owned.

For example a person might own a computer. This owner is entitled to hog all the computer time. The owner is even entitled to do things like encrypt the computer and put a password on it so others can't use the computer.

In your story, your mother is entitled to use her resources the way that she wants to use her resources.

The problem is a false sense of entitlement.

Interestingly the solution is distributed ownership. In an ideal society everyone has some stuff that they own and each person is working to maximize the return from the things they own.
