I have heard/used the term neo-liberal

I think the best term is "modern liberal"

This is how I divide things:

The term "liberal arts" traces back to the Roman Senator Cicero. The foundation of the liberal arts is a collection of subjects called "The Trivium." The three legs of the Trivium are Grammar, Logic and Rhetoric.

Grammar refers to the structure of language. Logic to the structure of ideas and rhetoric to the art of communication.

Cicero had traveled to Athens to learn Aristotelian logic. Many refer to this tradition as "classical logic."

The Roman Republic sought a world where people would develop and communicate ideas.

The Republic fell to the Empire.

The US Founders idolized the Roman Republic.

The founders learned classical logic as it was presented by Arnauld, Watts and a few other noted logicians.

I like to use the term "classical liberal" to refer to tradition that applies classical logic to the question of liberty.

Modern Logic

This next piece of the puzzle is really strange.

It just so happens that King George I and George II were German. George I was born George Ludwig and was the elector of Hanover ... which is in Germany.

The fact that the King of England was Germany is very important.

The Hanoverian kings funded the German Unversity system.

King George III lost the revolution. He dreamt of a counter revolution that would restore the monarchy.

King George III tasked the German University system with creating the ideological basis for this counter revolution.

The German university system took to this cause with wild abandon. They decided to create a new way of thinking that would result in the restoration of the king!

People in this new tradition like to use the term "modern." The Modern Tradition includes Kant, Hegel and Marx.

Hegel and other German thinkers of the day created a new logical system which is often called "modern logic." It is sometimes called New Think.

One can make a clean delination by using "classical liberal" to refer to the tradition that ran from the Roman Republic to the US Founders and the term "Modern Liberal" to refer to the tradition that includes Kant, Hegel, Marx, Russell, Keynes, etc..

And the Marxist slant... what they want is complete state run support for their lives.

Modern ideologies (including Modern Liberalism and Modern Conservativism) tend toward totalitarian states. This is not surprising as they were created by the monarchy with the aim of advancing the powers of the monarchy.
