What role should the leadership of our educational institutions play in reducing stigma and preventing harmful mob actions against individuals whose sexualities are perceived to be different?

I believe that a school is meant to be a place of safety and character development.

It shouldn't be a place of prejudice, bullying or fear. That's why the leaders of our education institutions need to have a strong policy against discrimination and violence amongst students.
One thing I have noticed amongst kids and even adults, when they realize that there's a consequence of a crime, they will minimize committing that crime.

Leaders of educational institutions can minimize stigma and prevent harmful mob actions against individuals whose sexuality is perceived to be different by establishing strong policies, make children and staff to understand that they won't go unpunished and make them understand that it's a crime to treat other people badly because of their differences.

It's their duty to also create a safe place for individuals whose sexuality is perceived to be different and encourage students who face bullying and violence to speak up. Encourage them to report to a counselor, the institutional authority and security.

Also, in certain societies, we all know institutional leaders also contribute to the unfair treatment given to those whose sexuality is perceived to be different.
Our institutional leader can also be good examples to other kids, by accepting their differences and showing kindness, instead of bullying and violence.
Our leaders should live by example and I believe the kids will follow their paths.
