Those that are not born of God can be touched by Satan.

Satan and his cohorts cannot touch those that are born of God , which means that those that are not born of God can be touched by evil spirit.

The Bible is classifying those that cannot be touched by the evil ones or Satan as those begotten of God , that keep themselves.
A believer watches over himself, his action, emotions, character and dealing with others , he watches himself and is careful about himself, he is not a reckless person and that person begotten of God cannot be touched by evil spirits, they can't touch you and lay hold on you.
Those who aren't children of God can be touched by evil.

Those who serve God in a mindful manner cannot be touched by evil or evil spirits, those who don't fellow God can easily be influenced, touched and the devil can even live in such people and they can be possessed by the devil.
