You have clearly given this a lot of thought. That's awesome! I don't see why psychos need to be dealt with before our diaspora. Seems to me that diaspora is a good way to deal with them. Unless whackos start shooting down 'illegal' emigrants to space I don't see how independent manufacturers can be prevented from escaping this gravity well. Once someone has left Earth no law, no government, no anything but their own will proscribes or prescribes their actions.

If we manage to craft those jars of DNA you mentioned to transform into an aquaponics system when the habitat is ready for them, that will make the diaspora much more easily done. LOL, can you imagine a space ark if that DNA in a jar doesn't get developed? It would be my luck to be on the cleanup crew. I once theorized the worst possible job would be Dung beetle bus boy, but cleaning the Elephant space habitat probably would rival that.
