I strongly agree with your sentiments here, save for the following, which I suspect may merely be poorly worded.

"...that are not for the gain of the American people."

Violent affairs for gain are the work of mercenaries. I reckon that should be the defense of the American people. After all, that's why we have a Department of Defense, isn't it?

Or should it be called the Department of Gain?

That seems to be what it's actually used for.
