it's highly possible just like in the gov there are some at the very top energetically manipulating people to serve for them and fight amongst one another by pulling a few emotional strings. When people are easily triggered by things and have strong emotional reactions and jump into attack and defend very easily, those people are easy to be controlled to work for the people at the very tops agenda, even if they don't realise thats what they are doing.
