The term conspiracy theory was widely used for hundreds of years to acurately describe elites naked power grab plans, and the conspiracies that they hatched to obtain wealth/power/bribery/blackmail etc.
I wouldn't call someone who is a crackpot a conspiracy theorist for making up a bunch of stuff, I would just call them a crackpot. But culture overtime bastardized the word to mean something else.
Words have meaning, then years later it's different. Then we have people arguing symantics over which definition people are talking about, is it the one from 1800s, 1900s, 2000s, 2021?
I would say crackpots make things up to be more historically precise and many people don't rise to the position of being a conspiracy theorist.
