I am tagging the top 150 or so accounts on the POB richlist who have not yet voted "YES" or "NO" on either of the following two proposals to the POB community:
- Downvote Rules for the POB Tribe, allowing de minimus downvotes
- Downvote Rules for the POB Tribe, no de minimus downvotes
The first proposal expires within the next 12 hours or so. The second proposal expires in a couple days.
For a proposal to be ratified, it needs greater than 50% of the staked-POB to vote "YES". As such, not voting (i.e. abstaining) is effectively a "NO" vote.
Both proposals are aimed at eliminating the ability of 'whales' on the POB platform to use downvotes as a weapon against people or ideas they disagree with. There might be a better way, but these two proposals are a first attempt.
Before voting, you should check out this post by @scooter77 explaining some of the pitfalls of the proposed rules and why he voted "NO".
@scooter77 raises some valid concerns, especially for those who have accounts with significant HIVE holdings.
If both the above proposals are rejected, then I will probably begin focusing my efforts on a solution that involves the elimination or partial elimination of the ability to cast a downvote within the Proof of Brain tribe (a solution that @scooter77 mentioned, but did not necessarily endorse). The net effect would be that you can still cast a downvote, but it will have zero effect on the POB reward pool.
Hive-Engine allows the tribe owner to disable all downvotes. That just requires the flip of a switch, so to speak (a simple adjustment to the token settings). However, the downvote remains an important tool for quickly responding to plagiarism. As such, we might want to invest in some development on the Hive-Engine side to enable POB downvotes for only a select group -- a 'community content moderators' group.
I apologize in advance for this "mass tagging" comment, but I know of no other way to get the word out to those who have not yet voted (on either proposal):

RE: REJECTED: Formal Proposal for Rules Governing Downvoting within the “Proof of Brain” Tribe
