I agree with you . Punishment alone doesn't work anymore, cos they might come out worse, just like this boy in your story. Rehabilitation should be put in place somehow

Crimes should be weighed, a murderer cannot get same treatment as a thief who stole to eat, if one gets rehabilitation, the other should face the punishment worth his crime
