I get your perspective. And it's a valid one, but that was a contributory factor in the 18th and 19th, maybe 20th century. But that can not be an argument for today's problem. Because if they didn't have the initiative originally,probably because there was no urgent need in the past, today, it could easily be duplicated as developed countries have done the heavy lifting. But that's still not the case.
