Solution

Here is a breakthrough, showing step by step what you had to do in order to solve the crypto-puzzle.
The two given hints were:

Creepy Sound

User @praful was the first some who decoded the creepy sound audio file. The file was high-pitched and reversed. You could have used Audacity for instance to solve this first part.

Now comes the tricky part of the challenge. What does "Communication is the joint establishment of meaning" say? It obviously had to be related to the defuse.ca file. One Steemian, @jfollas, was extraordinary fast and overwhelmed us with his detective like skills! Here is what he did!

Like many Steemians he first googled "Communication is the joint establishment of meaning"

User @jfollas saw what others didn't and went further. He noticed that the webpage contained a gallery in which you will see an alphabet.

What he then did was the key to success: He overlaid the picture from the first hint with the picture of the gallery and this is what he got:

The combination was the password for the defuse file which contained another picture with a note that says, "Find my creator". Here is the picture:

The final solution to his challenge was the name Kevin Carter, the photographer of this iconic and famous picture called the The vulture and the little girl.
