How much Steem Power is stuck with accounts, which are not active?

When I previously looked at this around 33% of Steem Power was actively used for voting, making around 25% of all Steem in existence (as there was quite a lot of liquid Steem).

I would expect that the number has gone up quite a lot since the start of the year due to:

• Delegation of Steem Power to bidbots allowing passive users' votes to be utilised; and 
• Delegation from Steemit central to dApps, putting this SP to good use.

I found the previous level of SP used for voting surprisingly low, effectively gifting everyone a subsidy of 3x their vote value.

However, nothing is lost. The reward pool still pays out in full, it's just only a small proportion of people (by SP value) actually choose where the rewards go.
