India does compete in the Asian Football Confederacy qualifying for the World Cup. However it has not yet qualified for the final tournament.
For 2018 qualifying India reached the second group round of the AFC competition (there are three rounds) but were eliminated in a group headed by Iran. Iran went on to qualify and perform very creditably in the World Cup itself.
India does not prioritise football. Cricket is the main sport and India are one of the best teams in the world.
With over a billion people there is no reason why India cannot become a significant force in football. However this would require a shift from a focus on cricket to one on football.
