Will it be possible to make questions and answers on Musing rewardable forever and not just 7 days (when SMTs are implemented)?

I think the Steem blockchain reward period is unlikely to change any time soon. This is due to the interaction of rewards and delegation and preventing users from "double-upvoting" by circling their Steem Power between different accounts.

However it's quite conceivable that dApps with their own platforms, such as Musing, implement their own reward system for distributing SMTs.

This could include:

• A longer or shorter payout period. 
• Repeat payout periods - rewards accumulated every seven days, or every month.
• Rewards awarded in stages - for example the best answer in the first week, the best answer after two weeks etc.
• Rewards payable in different proportions of powered-up and liquid.
• Different categories of reward tokens, for example bronze, silver and gold Musing tokens, or Musing question, answer, and moderator tokens.
• Special bonus tokens for top performers.

There should be plenty of room for innovation!
