No, it is not correct to say that Steem and SBD are pegged.

SBD has a peg mechanism to USD. When the market value of SBD is below $1USD you can exchange 1SBD for $1USD worth of Steem.

However it is worth noting that:

  • the SBD / Steem exchange takes place after 3.5 days;
  • the exchange uses the 3.5 day median average of the Steem witness prices;
  • there are limits on this exchange with a haircut once the market cap of SBD is larger than a percentage of the market cap of Steem;
  • the SBD peg is not perfect due to the above and SBD can vary around $1USD in market value, as well as moving significantly above or below $1USD in particular conditions.
  • the conversion is thus complex and you should research and understand the mathematics fully before engaging in this process.

Steem is not pegged to USD or SBD. Thus while some market impacts will affect both Steem and SBD it is quite possible for the two currencies to diverge wildly. This diversion has been seen at various points over the last year.

Here are the charts of SBD and Steem v USD and Bitcoin showing divergence:

Most cryptocurrencies show a fair degree of correlation and can be similarly affected by general market conditions.  However this is general correlation, not a peg.
