Utopian-io still exists! It is currently running without a front-end but the Utopian v2 platform should be out soon. You can follow Utopian CEO elear on steem for details of the new system.

Plenty of translations as you can see. However the new translation process requires being authenticated as a translator for a particular language team. The authentication and moderation processes for translations are run by the davinci.witness team.
I believe that currently recruitment to the language teams is on hold. However if you follow the davinci.witness blog you will be able to see when they re-open.
