Thanks for the upvote, @proofofbrainio. The Steem/HIVE ecosystem is quite complex. Somehow, they've managed to create a system that incentivizes people to get creative and better their craft. It does so by allowing users who invested and staked tokens to convey value without losing HIVE. It is rather quite strange and unnatural. Some people feel they are downvoting to "protect the network" or because the daily reward pool is finite. These same people run programs where they upvote spam comments on their old articles daily to the max and steadily earn curation rewards for it. They also tend to downvote content that shows intelligence. I didn't want to make this kind of argument either and am generally against it. However, if the scenario is such that there is a finite amount of rewards and so, therefore, these people think they are doing some greater good, this plan would be more effective and less toxic overall. However, it will also end some of the curation rewards that come with upvoting spam comments that you see in posts like this one.
