POB is not about creating good feels or an equality of outcome. It's about rewarding authentic engaging content. I've upvoted this post because it raised questions and calls out the DEV team, which I think is a good thing to do, however I completely disagree with the message. Putting a cap on what can be earned with the rest going somewhere else doesn't seem like a good idea to me. There is wide range of content from absolute shit to really good so I think it makes sense to try to make sure that the very best best posts get the very best rewards. There are challenges with trying to do that ofcourse, but there challenges with putting a cap as well.
