Somehow there has been the misconception that Steemit Inc. wouldn't continue to power down, as they have paused it for roughly a month, which resulted in uncertainty & speculations due to the newest powerdown of 4M SP over 13 weeks. (especially after VOICE announcement)
Now, before I continue, I want to mention that I'm not affiliated with Steemit Inc and I'm not intending to judge the powerdown or any criticism against it.
With that out of the way, while I can understand how one could come to the conclusion that the powerdowns might have stopped for good, it simply won't happen so soon.
We're still far from an optimal Steem-price and Steemit Inc is a business with ongoing costs. MIRA and all the cost-reductions they've done will probably slow down their burn-rate, but for Steemit Inc. to build up a solid business structure again, the powerdown & selling is nothing out of the ordinary. (Not saying it's good, just that I don't believe there are outside influences besides the lower Steem price). Even advertising can't substitute from selling unless there is another very profitable business-model.
Whether some of Steemit Inc's SP is being redistributed via SPS or other efforts, we'll see. But creating FUD based on their newest powerdown is irrational, especially since they haven't announced anything about stopping it (they were just speculations, to begin with). Instead, you should probably expect the powerdowns to continue as long as they are not saying otherwise.
