About institutions being inherently prone to capture - you are right about that alright. Never has there been a time when that is more clear than today. In fact, today is really an argument against any type of centralised control, even some type of system devoid of human control, like a massive open AI, since they would make AI lie or manipulate it - little to nothing can be trusted with any form of power. You are right, return to more decentralisation means. And in time, hopefully that happens.
