Cuando esta en rojo es que aun no posees la cantidad suficiente para subir de nivel, cuando no salga en rojo ya tienes suficiente recurso para subir de nivel, pero debes tener todos los recursos que piden ya sea, la construcción o la creación de unidades o soldados, o la investigación, esa es la mecánica del juego es bastante sencillo.
