Outlaw and banning are not the same thing.

They will outlaw it, not ban them. That criminalizes the usage by the French citizens, who are about to operate under onerous KYC. Of course, there are ways around it but how many can do that.

The challenge is always the government has guns and jails. They might not be able to stop everyone yet they will make an example out of a few. That is usually enough to scare the majority.
