@sports-gov proposal - Some Delegation Adjustments, Weekly Payouts

In this proposal, I'd like to talk your community into borrowing your hive power.

Part 1. sports-gov custodian @taskmanager will set delegation for @actifit.rewards to 0.

Part 2. sports-gov custodian @taskmanager will delegate all remaining Hive Power to @dhedge (minus some to run governance actions). @sports-gov will receive 21% APR paid daily in DHEDGE tokens.

Part 3. @taskmanager will write and host code to distribute those earned DHEDGE to the SPORTS community based on GP share weekly.

Part 4. @dhedge will provide needed RC to allow for weekly payouts from @sports-gov.

Basically it's out with the old delegation, in with a new one. Add the benefit of giving the payouts to the community. You guys can hold it for upvotes, dividends, swap it out, or sell it to someone who likes upvotes and dividends.
