I think it might be better in some respects if the whales stayed out of the downvoting, other than against real abuse and large scale issues - even if their egos are hurt from small fish downvoting them. That way, it will give more opportunity for the small fish to get accustomed to giving and receiving small downvotes.

I think the tread carefully issue is always going to be present if one wants to earn on what they say. Freedom of speech doesn't mean what is said it has to be earned on. Everyone has the opportunity to say as they please, but opportunity always comes saddled with the potential for cost.

Communities will hopefully evolve in time.
