Declaring a national emergency, under the emergency doctrine act, allows them to call for a continuity of government, which they changed the rules back in 2007 that allows them to include any threats from a UAP but it also allows them to appoint regional governors over regions of the US. So if the national emergency is over the border, it isn't a legit reason for a COG but the drone swarms could be a legit reason for a COG. Are they specifically stating the southern border?
