I highly doubt these were nuclear bombs. The ships that were in the area weren't right on top of the area so divers would have had to have taken the explosives and planted them on the pipelines. It's one thing to bomb pipelines but to contaminate the area using nuclear weaponry that's a whole different can of worms and would come with the upmost serious consequences.
