Wrong. The article was talking about fatalities, eighty percent of all children's deaths come at the hands of parents, twenty percent come at the hands of others, that others group encompasses foster parents.

You know I could go pull up at least five, maybe six deaths of toddlers in my city and surrounding area in the last eighteen months alone that died at the hands of their parents but I couldn't give you one example in those same area's of any deaths by a foster parent.
