The way to make change is starting where you have the most influence and the home is definitely the starting point. You are on the right track with your thoughts and change starts at the local levels.
People need to look at this problem as a person who is at the base of mountain they are about to climb, rather than look at the highest point of the mountain and get discouraged or with fear of failure look at the the first step you will take, and the next and so on. One step at time and any mountain can be climbed.
