I believe there is no need now to inquire since you cleared it up. I read that link you shared and it is real clear in there that it should be flown just like you said.
Now that I know someone with "inside knowledge " about the postal service I need to go back and find my post that I did while on FIRED and see if I had any questions in there that needed answered about the post office.
I do remember one thing that surprised me when I was doing my research for that post. There is a difference between an item being truly "mailed" and "carried with the mail". I remember @bigtom13 commenting on that post that he worked driving a tractor trailer truck that hauled cargo / mail for the USPS. He remembered and said stuff that was truly mailed had to go "in the pouch and signed for" both he and I agreed on that. Him from his experience and I from my research, so are we correct?
Just because a person put a stamp on a envelope and drops it in the blue box to be picked up by the USPS doesn't necessarily mean it was "mailed" under the correct definition of "mail". Little subtle differences can mean big things when someone has to go to court and the difference of mailed and carried with the mail might be one of those differences that could pay big dividends if people actually knew the difference between the two terms.
