I don't know why your PM decided to start flying it. Could be a vet or someone with knowledge that it was supposed to be flying made an inquiry. Or maybe a boss paid a visit. Just go in and ask him, lol. USPS is a hotbed of changing management and ever-changing rules depending on who is in authority at any given time, despite rules that are supposed to be written in stone. Just like any major company probably.
