I tend to assume incompetence before malice. The 'conspiracy' stuff I have seen is mostly laughable. They do watch out for their mates though.

I feel for the kids as their education is being messed with. My other half works at a school. She says the top staff were planning all over the Xmas break, having been given little notice of what was happening. They were expected to be testing all the kids each week, so needed measures for that. Then they let the kids back for a day before changing the rules again. So that probably resulted in more cases. What a shambles!
