I don't know for sure why it is. Some may just feel it's not worth their time when they don't make much and their friends are elsewhere, but isn't that a reason to get more of your friends onto Hive? There's also the issue of taking money out, which can be tricky. You have to go through various ID checks to get a bank card that can use crypto. I have done that and then it's not too bad.
