I think it might have been better to keep his account open, but with manual review of each Tweet. Just don't let him put out anything that can be taken as incitement to violence. Obviously harder to scale that up, but he has the largest following.

Twitter had to add filtering in Germany for any Nazi stuff, so they can do it if they have to.
