People can still use their stake as they see fit. A witness takes a risk on losing votes that could reduce their income. That is their choice.

'Abuse' is a matter of opinion. Even downvoted posts can be seen, so it is not really censorship. I will downvote where I see fit and I get retaliation for it. Facts of life on Hive.
