It seems he saw other leaders, and some dictators, doing it and felt jealous. Of course a leader should be supportive of their military personnel, but the amounts spent on weapons are ridiculous and the thought of them being using in anger is horrific. I make no secret of my thoughts about Trump. He is not my country's leader, but he still scares me. In the UK we have our issues with bad leaders.
