It is hard to know where Steem is going. I tend to convert SBD to Steem on the internal market so I can power it up. SBD ought to be more stable, but has drifted up a bit. If you need the money now then you just have to go with the best option of the moment, but otherwise I would power up so as that earns 'interest' and your votes can make you more from curation.
