I accept that there should be some sort of change, but it has to be for the good of Steem and not just to protect the investments of whales and orcas. If Steem cannot grow to hundreds of thousands of active users then it will stagnate. Something that dis-incentivises vote buying would help, but I am not sure what that should be. I would suggest that the calculation of account reputation should make repeated votes by the same account have less impact as we have various high rep accounts that have little community support.
