I believe she was introduced to Splinterlands this past fall. At level 1 she has the following stats:
2 - Magic Attack
2 - Speed
0 - Armor
5 - Health
Most importantly, she has the ability Life Leech. This means her health increases every time she damages an enemy monster's health in proportion to the damage dealt. This is a huge ability. Especially when used with another monster who has the Taunt ability. The Life Splinter has one such monster...Shieldbearer. The taunt ability means the enemy monsters will target that monster instead of others on your team. This allows Bila to gain as much health as possible before being attacked herself.
