Toyota World Rally Team team is the only current works team which is working on the next year's prototype with full commitment. There are two other constructers which have cars in development but we still didn't see them.
But Toyota's rally car is out and testing a lot. They even signed 2019 WRC champion Ott Tanak as a test and development driver for this year. I guess that he will stay with them competetively next year as well.
Don't forget that they also have Juho Hanninen, Finnish legend and current test driver for this duties as well.
