I think there is a certain degree of balance between safety and freedom. The problem comes in when the freedom option is forcibly removed. People should always be given a choice how they want to live. For example, an activity could be dangerous to someone with very little experience. Therefore, a certain amount of training and practice is required before a person can participate. The person is given the choice to acquire the necessary skill rather than unconditionally banned. For example, a driving license is needed to legally drive a car on a road.
