I suddenly felt worried during work and I looked it up.
Main reason is counterterrorism (bombs are placed in litter-basket) & don't throw home garbage away.
I don't know circumstances of garbage abroad, we need to purchase garbage bags which sold by municipalities in Japan(area where I live)
The cost of throwing out garbage increases.
As a result, someone who throws away household garbage into litter-basket (nitty-gritty may be because Japan's average wage is not rising. Japan has become a poor country.)
I also often feel inconvenience because I don't find litter-basket in the streets and I can not throw trash.(I live in Japan)

仕事中にふと思い立って調べました。
調べてみるとテロ対策（ゴミ箱の中に爆弾などを仕掛ける）、家庭のゴミを捨てられないように、という理由が大きいようだ。
海外のゴミ捨て事情は知らないが、日本では（私が住んでいる地域では）自治体が販売しているゴミ袋を購入する必要がある。
ゴミ種類毎にゴミ袋を購入する必要があるので、ゴミを捨てるのにもお金が掛かってしまう。
その結果、街中のゴミ箱に家庭のゴミを捨ててしまう人が出てしまうのだろう（その根本は日本の平均賃金が上がってないせいかもしれない）
日本に住んでいる私も街中にゴミ箱がなくてゴミを捨てることが出来ずに不便を感じることが多々ある。
これが旅行客なら尚更だろう。
