우리는 여기에 우리 조선이 독립된 나라인 것과 조선 사람이 자주 국민인 것을 선언하노라. 이것으로써 세계 모든 나라에 알려 인류가 평등하다는 큰 뜻을 밝히며, 이것으로써 자손만대에 일러 겨레가 스스로 존재하는 마땅한 권리를 영원히 누리도록 하노라.

반만년 역사의 권위를 의지하고 이것을 선언하는 터이며, 이천만 민중의 충성을 모아 이것을 널리 알리는 터이며, 겨레의 한결같은 자유 발전을 위하여 이것을 주장하는 터이며, 사람된 양심의 발로로 말미암은 세계 개조의 큰 기운에 순응해 나가기 위하여 이것을 드러내는 터이니,

이는 하늘의 명령이며, 시대의 대세이며, 온 인류가 더불어 같이 살아갈 권리의 정당한 발동이므로, 하늘 아래 그 무엇도 이것을 막고 누르지 못할 것이라. 낡은 시대의 유물인 침략주의 강권주의의 희생을 당하여, 역사 있은 지 여러 천년에 처음으로 다른 민족에게 억눌려 고통을 겪은 지 이제 십년이 되도다.

우리가 생존권마저 빼앗긴 일이 무릇 얼마며, 정신의 발전이 지장을 입은 일이 무릇 얼마며, 겨레의 존엄성이 손상된 일이 무릇 얼마며, 새롭고 날카로운 기백과 독창성을 가지고 세계 문화의 큰 물결에 이바지할 기회를 잃은 일이 무릇 얼마인가!

오호, 예로부터의 억울함을 풀어보려면, 지금의 괴로움을 벗어나려면, 앞으로의 두려움을 없이하려면, 겨레의 양심과 나라의 도의가 짓눌려 시든 것을 다시 살려 키우려면, 사람마다 제 인격을 옳게 가꾸어 나가려면, 불쌍한 아들, 딸에게 부끄러운 유산을 물려주지 않으려면, 자자손손이 길이 완전한 행복을 누리게 하려면, 우선 급한 일이 겨레의 독립인 것을 뚜렷하게 하려는 것이다.

이천만 각자가 사람마다 마음속의 칼날을 품으니, 인류의 공통된 성품과 시대의 양심이 정의의 군대가 되고, 인륜과 도덕이 무기가 되어 우리를 지켜주는 오늘, 우리가 나아가 이것을 얻고자 하는데 어떤 힘인들 꺽지 못하며, 물러서 계획을 세우는 데 무슨 뜻인들 펴지 못할까!

병자수호조약 이후, 시시때때로 굳게 맺은 약속을 저버렸다 하여 일본의 신의 없음을 탓하려 하지 아니하노라. 학자는 강단에서, 정치인은 실생활에서, 우리 조상 때부터 물려받은 이 터전을 식민지로 삼고, 우리 문화민족을 마치 미개한 사람들처럼 대하여 한갓 정복자의 쾌감을 탐낼 뿐이요, 우리의 영구한 사회의 기틀과, 뛰어난 이 겨레의 마음가짐을 무시한다 하여, 일본의 옳지 못함을 책망하려 하지 아니 하노라.

자기를 일깨우기에 다급한 우리는 다른 사람을 원망할 여가를 갖지도 못하였노라. 현재를 준비하기에 바쁜 우리에게는 옛부터의 잘못을 따져 볼 겨를도 없노라. 오늘 우리의 할 일은 다만 나를 바로잡는 데 있을 뿐, 결코 남을 헐뜯는 데 있지 아니하도다.

엄숙한 양심의 명령을 따라 자기 집의 운명을 새롭게 개척하는 일일 뿐, 결코 묵은 원한과 일시의 감정을 가지고 남을 시기하고 배척하는 일이 아니로다. 낡은 사상과 낡은 세력에 얽매인 일본의 위정자의 공명심의 희생으로 이루어진 부자연스럽고 불합리한 이 그릇된 현실을 고쳐서 바로잡아, 자연스럽고 합리적인 올바른 바탕으로 되돌아가게 하는 것이다.

처음부터 이 겨레가 원해서 된 일이 아닌 두 나라의 합병의 결과는 마침내 억압으로 이뤄진 당장의 평안함과, 차별에서 오는 고르지 못함과 거짓된 통계수자 때문에, 이해가 서로 엇갈린 두 민족 사이에 화합할 수 없는 원한의 도량이 날이 갈수록 깊이 패이는 지금까지의 사정을 한번 살펴 보라.

용감하게 옛 잘못을 고쳐 잡고, 참된 이해와 동정에 바탕한 우호적인 새시대를 마련하는 것이, 서로 화를 멀리하고 복을 불러들이는 가까운 길인 것을 밝히 알아야 할 것이 아니냐! 또한 울분과 원한이 쌓이고 쌓인 이천만 국민을, 힘으로 붙잡아 묶어둔다는 것은 다만 동양의 영원한 평화를 보장하는 노릇이 아닐 뿐 아니라,

이것이 동양의 평안함과 위대함을 좌우하는 사억 중국사람들의 일본에 대한 두려움과 새암을 갈수록 짙어지게 하여, 그 결과로 동양전체가 함께 쓰러져 망하는 비운을 초래할 것이 뻔한 터에, 오늘 우리의 조선독립은 조선사람으로 하여금 정당한 삶과 번영을 이루게 하는 동시에,

일본으로 하여금 잘못된 길에 벗어나, 동양을 버티고 나갈 이로서의 무거운 책임을 다하는 것이며, 중국으로 하여금 꿈에도 피하지 못할 불안과 공포로부터 떠나게 하는 것이며, 또 동양의 평화가 중요한 일부가 되는 세계평화와 인류복지에 꼭 있어야 할 단계가 되는 것이라. 이것이 어찌 구구한 감정상의 문제이겠느냐!

아아 새 하늘과 새 땅이 눈앞에 펼쳐지누나. 힘의 시대는 가고 도의의 시대가 오누나. 지나간 세기를 통하여 깍고 다듬어 키워온 인도적 정신이, 바야흐로 새 문명의 서광을 인류의 역사 위에 던지기 시작하누나.

새봄이 온누리에 찾아들어 만물의 소생을 재촉하누나. 얼음과 찬 눈 때문에 숨도 제대로 쉬지 못한 것이 저 한때의 시세였다면, 온화한 바람, 따뜻한 햇볕에 서로 통하는 낌새가 다시 움직이는 것은 이 한 때의 시세이니, 하늘과 땅에 새 기운이 되돌아오는 이 마당에, 세계의 변하는 물결을 타는 우리는 아무 주저할 것도 없고 아무 거리낄 것도 없도다.

우리가 본시 타고난 자유권을 지켜 풍성한 삶의 즐거움을 마음껏 누릴 것이며, 우리가 넉넉히 지닌 바 독창적 능력을 발휘하여 봄기운이 가득한 온 누리에 겨레의 뛰어남을 꽃피우리라. 우리는 그래서 분발하는 바이라. 양심이 우리와 함께 있고, 진리가 우리와 함께 전진하나니,

남자, 여자, 어른, 아이 할 것 없이 음침한 옛집에서 힘차게 뛰쳐나와 삼라만상과 더불어 즐거운 부활을 이룩하게 되누나. 천만세 조상들의 넋이 우리를 안으로 지키고, 전 세계의 움직임이 우리를 밖으로 보호하나니, 일에 손을 대면 곧 성공을 이룩할 것이라. 다만 저 앞의 빛을 따라 전진할 따름이로다.

공약삼장

하나, 오늘 우리들의 이 거사는 정의, 인도, 생존, 번영을 찾는 겨레의 요구이니, 오직 자유의 정신을 발휘할 것이고, 결코 배타적 감정으로 치닫지 말라.
하나, 마지막 한 사람에 이르기까지, 마지막 한 순간에 다다를 때까지, 민족의 올바른 의사를 시원스럽게 발표하라.
하나, 모든 행동은 먼저 질서를 존중하여, 우리들의 주장과 태도가 어디까지나 공명정대하게 하라.

宣言書

吾等은玆에我朝鮮의獨立國임과朝鮮人의自主民임을宣言하노라此로써世界萬邦에告하야人類平等의大義를克明하며此로써子孫萬代에誥하야民族自存의正權을永有케하노라半萬年歷史의權威를仗하야此를宣言함이며二千萬民衆의誠忠을合하야此를佈明함이며民族의恒久如一한自由發展을爲하야此를主張함이며人類的良心의發露에基因한世界改造의大機運에順應幷進하기爲하야此를提起함이니是ㅣ天의明命이며時代의大勢ㅣ며全人類共存同生權의正當한發動이라天下何物이던지此를沮止抑制치못할지니라
舊時代의遺物인侵略主義强權主義의犧牲을作하야有史以來累千年에처음으로異民族箝制의痛苦를嘗한지今에十年을過한지라我生存權의剝喪됨이무릇幾何ㅣ며心靈上發展의障礙됨이무릇幾何ㅣ며民族的尊榮의毁損됨이무릇幾何ㅣ며新銳와獨創으로써世界文化의大潮流에寄與補裨할奇緣을遺失함이무릇幾何ㅣ뇨
噫라舊來의抑鬱을宣暢하려하면時下의苦痛을擺脫하려하면將來의脅威를芟除하려하면民族的良心과國家的廉義의壓縮銷殘을興奮伸張하려하면各個人格의正當한發達을遂하려하면可憐한子弟에게苦恥的財產을遺與치안이하려하면子子孫孫의永久完全한慶福을導迎하려하면最大急務가民族的獨立을確實케함이니二千萬各個가人마다方寸의刃을懷하고人類通性과時代良心이正義의軍과人道의干戈로써護援하는今日吾人은進하야取하매何强을挫치못하랴退하야作하매何志를展치못하랴
丙子修好條規以來時時種種의金石盟約을食하얏다하야日本의無信을罪하려안이하노라學者는講壇에서政治家는實際에서我祖宗世業을植民地視하고我文化民族을土昧人遇하야한갓征服者의快를貪할ᄲᅮᆫ이오我의久遠한社會基礎와卓犖한民族心理를無視한다하야日本의少義함을責하려안이하노라自己를策勵하기에急한吾人은他의怨尤를暇치못하노라現在를綢繆하기에急한吾人은宿昔의懲辯을暇치못하노라今日吾人의所任은다만自己의建設이有할ᄲᅮᆫ이오決코他의破壞에在치안이하도다嚴肅한良心의命令으로써自家의新運命을開拓함이오決코舊怨과一時的感情으로써他를嫉逐排斥함이안이로다舊思想舊勢力에覉縻된日本爲政家의功名的犧牲이된不自然又不合理한錯誤狀態를改善匡正하야自然又合理한政經大原으로歸還케함이로다當初에民族的要求로서出치안이한兩國倂合의結果가畢竟姑息的威壓과差別的不平과統計數字上虛飾의下에서利害相反한兩民族間에永遠히和同할수업는怨溝를去益深造하는今來實積을觀하라勇明果敢으로써舊誤를廓正하고眞正한理解와同情에基本한友好的新局面을打開함이彼此間遠禍召福하는捷徑임을明知할것안인가ᄯᅩ二千萬含憤蓄怨의民을威力으로써拘束함은다만東洋의永久한平和를保障하는所以가안일ᄲᅮᆫ안이라此로因하야東洋安危의主軸인四億萬支那人의日本에對한危懼와猜疑를갈스록濃厚케하야그結果로東洋全局이共倒同亡의悲運을招致할것이明하니今日吾人의朝鮮獨立은朝鮮人으로하야금正當한生榮을遂케하는同時에日本으로하야금邪路로서出하야東洋支持者인重責을全케하는것이며支那로하야금夢寐에도免하지못하는不安恐怖로서脫出케하는것이며ᄯᅩ東洋平和로重要한一部를삼는世界平和人類幸福에必要한階段이되게하는것이라이엇지區區한感情上問題ㅣ리오
아아新天地가眼前에展開되도다威力의時代가去하고道義의時代가來하도다過去全世紀에鍊磨長養된人道的精神이바야흐로新文明의曙光을人類의歷史에投射하기始하도다新春이世界에來하야萬物의回蘇를催促하는도다凍氷寒雪에呼吸을閉蟄한것이彼一時의勢ㅣ라하면和風暖陽에氣脈을振舒함은此一時의勢ㅣ니天地의復運에際하고世界의變潮를乘한吾人은아모躕躇할것업스며아모忌憚할것업도다我의固有한自由權을護全하야生旺의樂을飽享할것이며我의自足한獨創力을發揮하야春滿한大界에民族的精華를結紐할지로다

The Proclamation of Korean Independence

We herewith proclaim the independence of Korea and the liberty of the Korean people. We tell it to the world in witness of the equality of all nations and we pass it on to our posterity as their inherent right.

We make this proclamation, having back of us 5,000 year of history, and 20,000,000 of a united loyal people. We take this step to insure to our children for all time to come, personal liberty in accord with the awakening consciousness of this new era. This is the clear leading of God, the moving principle of the present age, the whole human race's just claim. It is something that cannot be stamped out, or stifled, or gagged, or suppressed by any means.

Victims of an older age, when brute force and the spirit of plunder ruled, we have come after these long thousands of years to experience the agony of ten years of foreign oppression, with every loss to the right to live, every restriction of the freedom of thought, every damage done to the dignity of life, every opportunity lost for a share in the intelligent advance of the age in which we live.

Assumedly, if the defects of the past are to be rectified, if the agony of the present is to be unloosed, if the future oppression is to be avoided, if thought is to be set free, if right of action is to be given a place, if we are to attain to any way of progress, if we are to deliver our children from the painful, shameful heritage, if we are to leave blessing and happiness intact for those who succeed us, the first of all necessary things is the clear-cut independence of our people. What cannot our twenty millions do, every man with sword in heart, in this day when human nature and conscience are making a stand for truth and right?

What barrier can we not break, what purpose can we not a accomplish?

We have no desire to accuse Japan of breaking many solemn treaties since 1836, nor to single out specially the teachers in the schools or government officials who treat the heritage of our ancestors as a colony of their own, and our people and their civilization as a nation of savages, finding delight only in beating us down and bringing us under their heel.

We have no wish to find special fault with Japan's lack of fairness or her contempt of our civilization and the principles on which her state rests; we, who have greater cause to reprimand ourselves, need not spend precious time in finding fault with others; neither need we, who require so urgently to build for the future, spend useless hours over what is past and gone. Our urgent need today is the settling up of this house or ours and not a discussion of who has broken it down, or what has caused its ruin. Our work is to clear the future of defeats in accord with the earnest dictates of conscience. Let us not be filled with bitterness or resentment over past agonies or past occasions for anger.

Our part is to influence the Japanese government, dominated as it is by the old idea of brute force which thinks to run counter to common and universal law, so that it will change, act honestly and in accord with the principles of right and truth. The result of annexation, brought about without any conference with the Korean people, is that the Japanese, indifferent to us, use every kind of partiality for their own, and by a false set of figures show a profit and loss account between us two peoples most untrue, digging a trench of everlasting resentment deeper and deeper the farther they go.

Ought not the way of enlightened courage to be to correct the evils of the past by ways that are sincere, and by true sympathy and friendly feeling make a new world in which the two peoples will be equally blessed?

To bind by force twenty millions of resentful Koreans will mean not only loss of pence forever for this part of the Far East, but also will increase the ever-growing suspicion of four hundred millions of Chinese-upon whom depends the danger or safety of the Far East-besides strengthening the hatred of Japan. From this all the rest of the East will suffer. Today Korean independence will mean not only daily life and happiness for us, but also it would mean Japan's departure from an evil way and exaltation to the place of true protector of the East, so that China, too, even in her dreams, would put all fear of Japan aside.

This thought comes from no minor resentment, but from a large hope for the future welfare and blessing of mankind.
A new era wakes before our eyes, the old world of force is gone, and the new world of righteousness and truth is here. Out of the experience and travail of the old world arises this light on life's affairs. The insects stifled by the foe and snow of winter awake at this same time with the breezes of spring and the soft light of the sun upon them.

It is the day of the restoration of all things on the full tide of which we set forth, without delay or fear. We desire a full measure of satisfaction in the way of liberty and the pursuit of happiness, and an opportunity to develop what is in use for the glory of our people.

We awake now from the aid world with its darkened conditions in full determination and one heart and one mind, with right on our side, along with the forces of nature, to a new life. May all the ancestors to the thousands and ten thousand generations old us from within and all the force of the world aid us from without, and let the day we take hold be the day of our attainment. In this hope we go forward.

THREE ITEMS OF AGREEMENT

This work of ours is in behalf of truth, religion and life undertaken at the request of our people, in order to make known their desire for liberty. Let no violence be done to anyone.
Let those who follow us every man all the time, every hour, show forth with gladness this same mind.
Let all things be done decently and in order, so that our behavior to the very end may be honorable and upright."
