The Disco Ball in the Sky

Sometimes at night,

I see this thing in the sky blinking and pulsating, and sometimes I'm not too lazy to grab the camera...

Is it a giant disco ball?

In 2012, this guy filmed something similar. My camera settings don't allow me to film it, unfortunately.
