It is not possible to set any sort of messages on the @hive.fund account without a hard fork because no one has access to that account (keys were all zeroed out). Though UIs could be programmed to put something there. Anyway, that account is only accessed via proposals. The proposals (if approved by stakeholder voting) pay out to a designated account who is then trusted to use the funds as proposed.
