I can't really imagine if Kyoto had remained the capital. It probably would have led to much more urban sprawl and higher prices though, despite the mountains on two sides. Japan really needs to decentralize and re-populate and develop some of the country side with local businesses. The centralization is why it's dying and no one seems to realize it.
